MINUTES

The Indiana Voter Registration Association, Inc. (IVRA) held it’s 1st meeting of 2003 at the Sheraton Hotel in conjunction with the Indiana Clerk’s annual conference held in Indianapolis on June 9th. There were approximately 63 members in attendance.

The meeting opened at 4:35 PM with Regina Moore leading us in the Pledge of Allegiance.

Regina Moore gave an overview of our agenda and thanked Laura Herzog for all of her input to the "Vote Indiana Team". She also discussed the contents in the folders that each member received. A copy of the minutes, the Treasurer’s report, IVRA survey, and a copy of the Indiana plan to implement HAVA.

The minutes from the December 9th, 2002 meeting were approved and Vickie Kivett gave the Treasurer’s report which had a balance of $6,366.08 as of 6-1-03.

 

Speakers: Todd Rokita, Secretary of State, discussed the Indiana plan to implement HAVA. He thanked all of the Vote Indiana Team for their time and invaluable input. There were discussions with our members about the funding of the voting equipment that must be at each polling site by January 1st, 2006. There were several members who thought that the monies set aside for this project were unfair to those counties that no longer use the lever or punch card systems. Mr. Rokita, along with Laura Herzog, Regina Moore, and Sarah Taylor, explained that most of the members on the "Vote Indiana Team" were from counties that had the newer voting systems and that the decision to disperse the money fairly was not an easy task.

Mr. Rokita emphasized that we were now in the Public Comment phase of the program and all ideas for improvement should be noted. "This is not written in stone yet". He also said that we should contact our Congressman and remind them of HAVA so that we don’t end up with unfunded mandates. All comments should be submitted to the Secretary of State’s office in writing or by email to VoteIndianaTeam@sos.state.in.us.

There was a discussion on the pending Statewide Voter Registration System about why it must be one vendor. Guest speaker, Brad King, explained that he and Kristie Robertson, also present, interpreted HAVA as follows:

The Statewide Voter Registration System must be one vendor in order to comply with the Federal guidelines in HAVA. If we do not comply, the state will not receive the funding, or will have to pay back any monies received.

Members were concerned with the following costs to the counties:

Software conversion

Training

New hardware

Mr. King assured us that there will be no cost to any county for the software, training and hardware necessary for the implementation.

Regina Moore thanked our guest speakers for taking the time from their busy schedules to attend our meeting.

The next IVRA meeting will be in conjunction with the Election Administrator’s Conference held in December. More details on room and time will be decided closer to the conference.

Door prizes were given at the close of the meeting. Meeting adjourned at approximately 5:50PM.

Conclusion: For those of you who could not attend the Clerk’s Association meeting concerning HAVA and SB-268, you are strongly urged to read the Legislative Summary. The information we received that day was certainly quite a bit to take in. The Election Division will keep us informed on the new procedures and answer any questions we may have.

Even though we are not the ones to make the final decision on the new voter software vendor, it is up to us to make sure that no one person or company jeopardizes the integrity of the voting process. Our organization can make a difference.
