2011 Legislative Agenda

 

 
 
Proposal 1:    Change Section 8-100-1(a) as it relates to the date for holding Primary Elections in New York.  
This date should be moved back to accommodate the Federal MOVE Act and to give military voters proper rights for absentee voting.
 
Proposal 2:   Change Section 3-400-1 & 2 to allow Election Commissioners flexibility to designate how many Inspectors are needed at poll sites
by adding language that a poll site must be staffed with a “sufficient number of inspectors”.  New language would also state 
that a poll site must have a minimum of 4 inspectors to allow proper coverage.
 
Proposal 3:    Amend Section 4-100-3(a) to amend the voter limits in each election district.  Move from the current 1,150 voters per ED to 2,500.
 
Proposal 4:    Enact legislation to designate Election Day a non-student attendance day. 
 
Proposal 5:    Eliminate the need to publish the residence address of candidates. 
 
Proposal 6:    Repeal Section 4-118 and 4-120 regarding publication notices in newspapers.
 
Proposal 7:    Change the requirements for the location of poll sites.  Would allow a Board to have
                       voters from a contiguous district vote outside its town or city.
 
Proposal 8:   Provides that once a party selects its Commissioner, the local legislative body shall 
                      automatically appoint said designee. New language would be added to give the county 
                      boards the ability to not appoint a nominee based on good “cause”.  Would require   
                      County to act within 30 days as to avoid long delays in appointments.         
                      
Proposal 9:   Prohibit candidates from being poll watchers in districts where they are running.  
                      (Senate Bill 1498 and Assembly Bill 1547, Not same as)
 
Proposal 10:   Standardize Commissioners’ appointments to a 4 year term statewide. 
 
Proposal 11:   Disallow fusion voting in New York.
